Surrounding many of the units were these beautiful shrubs white and some pale pink like in your photo. I've been leafing through a 1999 book Botanicas trees and shrubs and came across oleander shrubs but not the beautiful one like your photos. I could only tell the shrub had the same leaves but the flowers didn't look the same. The fragrance of the one in your photos was so pleasant when we walked outside. The shrubs/trees were about 15 ft tall and overhung the 2nd flr patio making it easy to photo. My spouse and I rented a condo in Phoenix AZ. this past April.
